       During his years of performing highway engineering and project management, Nigel developed a sense that the generally recognized approaches to project management that are reflected in the American National and International Standards for project management (PMI 1983, 1996, 2000, 2004, 2008, 2013, 2017; ISO 2012), do not satisfactorily address the project management challenges faced by public agencies.
       After discussing these challenges with faculty at the University of California, Berkeley, he took early retirement from Caltrans and enrolled as a doctoral student at Berkeley with the goal of addressing project management issues in the public sector.
       He completed an MS and PhD in Engineering and Project Management. His PhD dissertation is entitled,
"Parametric functions for conceptual and feasibility estimating in public highway project portfolios",

       While completing his studies and research at UC Berkeley, he spent the spring semester of 2016 in the United Kingdom, as a researcher in Highways England, and as a visiting postgraduate student at the University of Manchester.
       Highways England manages the freeways (called motorways) and inter-regional highways in England. It is arguably the agency that is most like Caltrans anywhere in the world in the types of facilities that it manages and the size of its program.
       Nigel also spent two semesters at his alma mater, the University of KwaZulu-Natal in Durban, South Africa, where he taught
       project management.
